Rising Star: Ukraine accelerates space industry development

Ukraine was implementing a number of space projects with Russia and Kazakhstan and was working with Brazil to jointly launch Tsyklon-4 rockets from Brazil's Alcantara base.

President Viktor Yanukovych on Friday highlighted progress in Ukraine's aerospace industry in recent years and said his country would continue to develop its space projects.

"Our state has made a significant contribution to the development of cosmonautics and continues to cooperate with many countries of the world," Yanukovych said during his meeting with Ukraine National Space Agency chairman Yuriy Alekseyev and Aerospace Society president Vitaly Zholobov, an ex-Soviet Cosmonaut.

In 2011, Ukraine joined China, the EU, Russia, and the U.S. as one of the top five space rocket-launching countries in the world.

Since 1991, Ukraine has grown into a significant player in the space industry, having launched 128 rockets and delivered into orbit 250 satellites for 19 countries.

This year, Ukraine has allocated about 322 million U.S. dollars to promote its aerospace industry over the next five years.

Baikonur: Soyuz Launch Site in Economic Crisis

Although its future might have appeared certain until 2050, Baikonur may not perhaps remain Russia's primary space hub after the Soviet Union's demise. Sooner or later, it has to be replaced.

Only 12 Proton-M launches were approved by Kazakhstan for 2013 instead of the planned 17.

The decision has put the future of Russian-Kazakh space cooperation under further threat. What does fate have in store for the famed launch pad in the near future?

It seems the status quo, which has survived in the space world for several decades, is to face an imminent challenge. Once again, Baikonur cosmodrome, Russia's main launch pad, is at the centre of the conflict.

Kazakhstan has refused to approve the limit of 17 Proton launches that Russia asked for in 2013, allowing only 12, even fewer than in 2012. Russia's response could be to reduce the annual rent paid to Kazakhstan for the site.

Proton-M, currently the heaviest launcher in the Russian space programme, provided 10 of the 24 launches in 2012 (plus an additional Proton-K launch, also from Baikonur).

Its capabilities could only be replaced by Angara, which is still-under-development. Moreover, as Russian space officials have announced, no launch pads for Protons are available other than those at Baikonur.

Should the available number of launches diminish, a good deal of the contracts with launch operators will come under threat of termination or penalty sanctions.

One apparent reason for the decision could be the Proton rocket's toxic propellant, perhaps a legitimate bargaining point. Last year also saw two failures, in August and December, fortunately, they occurred in space and had no impact on the environment. As a result, the next Proton launch was postponed until at least the end of March.

Few however doubt that the real cause of the tension is Russia's apparent future withdrawal from Baikonur. Kazakhstan is concerned about the future of the space port after the new Vostochnyi cosmodrome is up and running, which may be as soon as 2015.

Moreover, Vostochnyi also threatens Baiterek, the joint Russian-Kazakh endeavour at Baikonur, which was initially intended mainly for Angara launches. If Russia builds Vostochnyi, there will be no reason to maintain another launch pad incurring additional rental costs.

Russia has also announced that it is going to make more use of its northern Plesetsk cosmodrome, and launch the majority of state satellites from there, rather than Kazakhstan.

The conflict follows a statement by Talgat Musabaev, head of the Kazakh space agency, in early December 2012, blaming Russia for failing to follow the Baiterek agreement and calling for Proton launches to be cut. As the dispute heats up, both sides will have to make decisions with long-term consequences.

The birth of a Radio Telescope 30 times larger than Earth

On 15 November 2011, the Effelsberg 100-meter radio telescope, together with three Russian and one Ukrainian telescope, took part in the first interferometric observations with the orbiting 10-meter antenna Spektr-R of the Russian RadioAstron project. 

The observations were made at a wavelength of 18 centimeters, targeting the distant, bright, and very compact quasar 0212+735. 

Interferometric signals have been successfully detected by the RadioAstron team between Spektr-R and the ground antennas, setting a new world record for the size of a radio interferometer and opening a new era in interferometric studies of cosmic radio emission.

Ukraine Postpones Delivery Of Taurus-II Launch Vehicle's First Stage To US


Ukraine's state owned company "Yuzhmash" based in eastern city Dnipropetrovsk postponed the delivery of the basic part of the Taurus-II launch vehicle's first stage to a U.S. company, the Ukranian company said in a statement on Tuesday.

"For some technical reasons, the delivery date has been put off to September-October," the statement said.

The delivery was reportedly scheduled for August.

The two-stage launch vehicle is designed to transport loads of up to five tons into low orbit.

In 2008, Ukraine's companies "Yuzhnoye" and "Yuzhmash" signed a long-term contract with U.S. Orbital Sciences Corp. on cooperation in producing Taurus-II rocket till 2019.

According to the document the Ukrainian side is responsible for designing and producing the first stage of the launch vehicle, the U.S. side for the second stage, ground complex and assembly.

The Taurus-II program is funded by NASA.

Russian Space Agency To be Bailed Out of Sea Launch Project

Sea Launch told the court that its assets were valued between $100 million and $500 million, but that its liabilities are between $500 million and $1 billion.

RSC-Energia is putting a strong effort to revive its bankrupt Sea Launch joint international project, the head of the company said on Tuesday.


The Sea Launch consortium, established in 1995, is owned by Boeing, RSC-Energia, Norway's Kvaerner ASA, Ukraine's Yuzhnoye design bureau and Yuzhmash production association. It is the only company that conducts launches from a sea-based platform near the Equator, which allows rockets to carry heavier payloads than from other latitudes.

"Boeing has paid off its Sea Launch debts and filed claims to other partners......We are taking steps to save the project so that Boeing receives dividends from it rather than putting claims against us," Vitaly Lopota said. "We have solid prospects and have found investors," he added.

In June 2009, the provider of the Sea Launch service, California-based Sea Launch Co. LLC, filed for Chapter 11 bankruptcy protection in a U.S. court.

Sea Launch told the court that its assets were valued between $100 million and $500 million, but that its liabilities are between $500 million and $1 billion. The company hired Alston and Bird LLP to handle the restructuring.

While the company continues work on reorganisation, preparations are underway for the launch of the Intelsat 15 communications satellite later this year, from its Land Launch site at the Baikonur Space Center in Kazakhstan.

Sea Launch has carried out 30 rocket launches from the Odyssey launch platform in the Pacific Ocean since 1999.
